"CERT" is a group of organized, trained citizens that have the ability to recognize, respond to, and recover from major emergencies or disaster situation.

As an organized team, CERT Trained Citizens can provide vital services in the absence of emergency responders, whose arrival may be delayed due to the scope of the event.
