Havelock City Ordinance 3-4 (a).

Required. No dog or cat shall be owned, kept, harbored, maintained, cared for or otherwise possessed within the municipal limits of the city unless it shall have been inoculated against rabies as required by North Carolina General Statutes, Section 130A-185. Proof of such inoculation shall be attached to the dog or cat at all times. and to insert the following in lieu thereof: Further, no ferret shall be owned, kept, harbored, maintained, cared for or otherwise possessed within the municipal limits of the city unless it shall have been inoculated against rabies by a licensed veterinarian. Proof of inoculation shall be attached to the dog, cat, or ferret at all times.

Havelock City Ordinance 3-4 (b).

Requires the licensing of dogs, cats, ferrets, and miniature pigs. It shall be unlawful for any dog, cat, ferret, or miniature pig to be owned, kept, harbored, maintained, cared for or otherwise possessed within the municipal limits of the city without a valid and current license from the city. The city [clerk] shall issue such license upon application therefore by the owner and payment by the owner of a license fee of five dollars ($5.00) per animal.
